Academic Programs Articulation Steering Committee (APASC)
Academic Programs Articulation Steering Committee of Arizona (APASC), under the Joint Council of Presidents of the community colleges and universities, is the statewide group that oversees transfer articulation and curricular alignment among Arizona’s 10 community college districts and the three public universities.
The executive director will work on behalf of APASC and its co-chairs to develop and oversee the implementation of its vision and goals for academic articulation and curricular alignment among Arizona’s public secondary and post-secondary institutions. The executive director, in conjunction with the APASC co-chairs, will be expected to provide leadership and a unifying voice on behalf of APASC and play a key role in the development and implementation of APASC’s priorities related to Arizona’s goal of significantly increasing the numbers of its citizens with college degrees. This position requires a leader and administrator with extensive experience in transfer articulation and community college-university relations. In this capacity, the Executive Director should:
The offices are located in Phoenix; statewide travel is required.

This position requires a leader and administrator with extensive experience in transfer articulation and community college-university relations. In this capacity, the Executive Director should:
- Possess a sound knowledge of and experience with issues facing the state of Arizona and higher education related to improving access to higher education through transfer.
- Understand the role that transfer and alignment play in the state’s need to expand an educated citizenry;
- Be able to effectively articulate the mission, vision, and goals of APASC among diverse constituencies;
- Guide and organize the work of APASC and its supporting committees, which include faculty and academic administrators from all of the public higher education institutions throughout the state.
- Facilitate decision-making by APASC founded upon reliable data, summary information, and cogent analyses with appropriate input from subcommittees and work groups.
- Have the ability to act as a change agent in advancing transfer, articulation, and alignment to improve student success and provide leadership in removing barriers to student transfer.
- Develop and maintain collaborative and positive relationships with the leadership of the state’s community colleges and universities, especially focused on transfer issues.
- Foster positive relationships with the governor’s office, Arizona Department of Education and other related entities and represent APASC in the state;
- Demonstrate highly developed interpersonal and communication skills and integrity as well as administrative skills and ability to function in a complex environment of ambiguity, represented by multiple institutions and governance structures.
- Have the ability to effectively manage the financial and human resources of APASC.
- In addition, the successful candidate will possess:
- A Master’s degree and at least five or more years of progressively responsible experience in higher education, or equivalent. Experience should be related to community college—university relations and transfer articulation. Candidates must have excellent oral and written communication skills; the ability to work independently; strong analytical, organizational, and managerial skills; effective interpersonal relations skills.
